Terry Owens is a Chief Information Officer (CIO) at the Kansas City National Security Campus (KCNSC) of Honeywell FM&T. In this position, he provides overall planning, direction, and coordination of activities related to information management, business applications, system development, computer integrated manufacturing, and other information systems. Terry most recently served as the Chief Information Officer at the Congressional Budget Office and U.S. Congress. He is known for delivering innovative and emerging technologies, while developing and maintaining organizational technology innovation road maps, as well as strategic and operational planning experience. Terry received his Bachelors of Science degree in Computer Information Systems from Grambling State University. He spent over two decades as an active-duty member of the U.S. Army and retired as a Lieutenant Colonel. He has over 27 years of IT experience within the sectors of the Military, Federal/State/Local Government, public/private companies, coupled with leadership, managerial and technical skills.

Terry is a member of Omega Psi Phi Fraternity, Incorporated. He resides in Kansas City, MO and is native to Louisiana. He is a proud husband and father.
